The author of this article shows little bias.  They mostly report facts, official statements.  There are no leading adjectives or loaded words that aren't in the context of a quotation, with the most leading sentence that I could find being "Trump also warned that 'crippling' sanctions could be reimposed if Turkey failed to honour its obligation to protect religious and ethnic minorities."  Even this is almost all due to quotation.  The article is a little Amerocentric, including mostly quotes from president Trump, and focusing highly on the political effect in the American political sphere, with American quotes coming from specific people, but "Moscow" and "Turkey".

I think that the intended audience is largely American, due to the titling and categorising of the article.  It is categorised as "American News" and it has the buzzwords of "Trump" and "US."  Even though Al Jazeera is quite international, the way that it explores with nuance the American side of the issue leads me to think that it is the American voting public who are interested in international politics, generally middle to the upper class.
